Now think about this... Norway exports oil. They are sitting on quite a lot of oil reserves.
Let's say in the next 10-20 years, oil starts to becomes out of fashion and people start switching to clean energy sources.
Now... as the Government of Norway, what do you do?
1) Happily switch to clean energy sources and leave the oil buried?
2) Quickly dig up all the oil and sell it before they become out of fashion?
And the money will go to the country and probably make the citizens' lives better.
IF a Government wants to do Option 1, will they be able to retain their seats?
Would another party campaign using Option 2 and win seats to form the new Government?
It would probably be easy for another party to say that it's a waste to keep all the oil buried and that digging it all up and selling it would be the best for the citizens of the country. Cos ALL the other oil producing countries would be doing exactly the same thing. So why should Norway be environmentally friendly and choose NOT to dig up what's left?
So what do you do?
So what should the Government do?
Why I use Norway as an example here is cos Norway portrays themselves as an environmentally friendly country, whereas other countries might not think twice about digging up all the remaining oil.
